How can I stop vibrations and noise of a treadmill from bothering the neighbors below?

The easiest way is to put the treadmill in a
room that has good insulation. Try to put the
treadmill on the side of the house where it
will least be bothering neighbors. The
carpet will act as a buffer for the vibrating
and will cut down on the noise.
Place towels and additional floor mat
underneath the wheels or feet of your
treadmill, the towels will help absorb
vibrations. If your treadmill is on a
hardwood or tile surface, move it to a
carpeted area or put adequate cushioning
underneath.
Make sure your treadmill is in good working
order; you don't want to have any lubrication
problems that could put additional wear and
tear on your unit, thereby causing more noise.
